Jammu : A Press Conference was held by the Jagti tenement Committee/Soan Kashmir Front JK under the Presidentship of  Sh. Shadi Lal Pandita on 15-01-2024 (Monday) at Press Club of Jammu, Jammu . While addressing press media Pandita said that the Government should response to the issues of Kashmiri migrants as soon as possible.

To highlight the various burning issues/problems and demands of Kashmiri Pandit Migrants, after entered in the 34 years of migration from Kashmir Valley:-

  1. The immovable properties like land, houses, orchids etc. of  Kashmiri Pandits in Kashmir Valley for the last 34 years on which some people,  government and semi government departments have made illegal encroachments, for which nothing have been changed on the ground level in this regard it is urged to the LG Administration and Centre Government to look into the matter keenly and take necessary action to remove these illegal encroachments to restore these properties to their owners and sought compensation for community members who got displaced from the Valley leaving behind their agriculture/horticulture land etc., the LG administration should take immediate action to protect the immovable property of KP migrants as the same were sale in an illegal manner misusing the J&K Migrant Immovable Property (Stay of proceedings) Act 1997.

We also demand that release of balance amount of compensation to those KP migrants whose houses were torched after the exodus in 1990, immediately, as the decision was taken by the then state government.

  1. On 18th  November 2004 the then  Prime Minister of India Dr. Manmohan Singh visited Muthi Camp Phase I and he was pleased to make an announcement for construction of Two Room Sets for Kashmiri Migrants residing in cemented roof sheeted sheds in camps. A high level team from PMO visited some camps and subsequent to their visit sanction was accorded for construction of 5248 two room sets including allied facilities like  Community Halls, Higher Secondary Schools, Prime Health Centers, Water Supply, Electric Supply, Small Hospitals, Road & Drainage system, STP plant, Parks etc under Prime Ministers Reconstruction Program (PMRP). Accordingly Government of India, Ministry of Home Affairs (MHA) sanctioned the project for construction of 5248 flats for the welfare of the Kashmiri Migrants in 2 phases for the migrant camps  Muthi, Purkhoo and Nagrota during the year September 2005, in which 4224 flats had been taken up at Mini Township Jagti-Nagrota during the year 2007.After completing the Construction of the said project the camp resided migrant families were accommodated/allotted two room tenement in the year 2010, after doing all kind of screening exercise initiated by the Relief and Rehabilitation Commissioners  Department.

  1. Now, after passed more than 13 years duration of time, the allottees of these tenement KP migrants of Jagti Migrant Camp are being harassed by the Relief Organization by sealing of the quarter’s on unknown reasons,  without severing any notice or any information to the allottees of year 2010, also stopping of meager cash assistance to the relief holders, denying ration slips to the families who are working outside from JK UT all over the country for their livelihood.

 

The Relief Organization instead to make the living conditions of KP migrants easy are doing these kind of actions to camp intimates by the Relief Organization is totally injustice for which we urged to the LG Administration to take stern action against the concerned authorities in this matter.

 

We, further inform the government that it seems to be peak of corrupt practices by the concerned authorities. We demand strict disciplinary action against these officers who are indulged in harassing the KP migrants in camps.

 

We, warn the concerned authorities, if  they do not stop harassing the Jagti Migrant Camp inhabitants, they will be responsible for any untoward incident or any ugly agitation in this connection.  

 

We also express/inform to LG Administration about ‘such actions taken by the Relief Organization, they are diverting attention of Government from real issues of migrant camps like water supply, drains sewage, sanitation and repairing of totally unsafe and in dilapidated conditions of these flats/quarters which are in worst condition even after spending huge money by the Government, in every year.

 

We demand LG Administration and Central Government to constitute a highlevel team of officials and engineers for thoroughly check in the repairs taken by the Relief Organisation in every year.

  1. We also urged the Central Government and LG Administration that the monthly cash relief assistance given by the government to the Kashmiri migrants at present at the tune of rupees 13,000/- per family  be enhance  to Rs. 25,000/- to mitigate the daily needs of life in the sky touching rates.

  1.  We also demand and express grave concern to the Central and UT government that our unemployed youth are worried due to lack of employment. “We demand that a job should be given to those houses/families in which no member of the family is working. We also demand at least 5,000 Class-IV jobs for unemployed and overage migrant youth. We also urged and demanded the government, that on spot recruitment drive should be initiate/holding for  KP youth in Police, Military and Paramilitary forces  in migrant Camps.

We, also demanded that government should take necessary steps for the welfare unemployed Kashmiri migrant youth and overaged educated unemployed youth of the community be given bank loans up to 25 lakh without charging any interest, so that they can start their own business establishments for there livelihood.

We urged Central Government to expedite the process of early return and rehabilitation of the displaced community without any further delay in the Valley which will prove detrimental to the interest of distinct cultural identity of Kashmiri Pandits.

We appealed the government that the settlements for the KPs be set-up in the all district headquarters of the Kashmir valley with all kinds of basic amenities like hospitals, primary/secondary schools, shopping malls and under fool-proof security to infuse sense of safety.

  1. We, urged the government to reserve two Parliament Seats/Five Legislative Assembly Seats in the valley for the minority community instead of nominating the members.
